I think as a society we do take violence too seriously. We do take violent acts very seriously now a days throughout school and throught the law. I think we do kind of have to understand violence happens sometimes cause we've solved things that way for thousands of years. for example almost every violent thing that happens if it is solved by the law its ussually up to a year in jail and more for the offender. This relates to why he could easily shoot frank because he has the mind frame that he can handle his conscience taking someone elses life.
